As a resident of Lake Arbor, you are most likely aware that there are many associations and organizations in the Lake Arbor community. They include your Homeowners Association, the Masters Association, the Lake Arbor Civic Association, and the Lake Arbor Foundation, Inc.
When you buy a good home in a subdivision, common interest development, planned unit development, or co-op, chances are good that you also automatically become a member of an exclusive club – the homeowners’ association (HOA) – at the time your purchase your home. The club’s members include all the people who own homes in the same development. In other words, membership in a homeowners’ association is mandatory.
Every homeowner in Lake Arbor is a member of one of the Lake Arbor Homeowners’ Association. Each HOA has its own President and Board of Directors. The HOAs assess "legally-binding annual fees" to offset the costs of their operations and maintenance of the common areas, resulting in a more livable community.
Therefore each homeowner must pay annual mandatory dues. Five of the eleven Homeowners Associations and the Towers apartment rental property which surround the lake are mandatory members of the Masters Association and must pay annual mandatory dues separate from the dues paid to their individual Homeowners Associations.
In the late 1980’s, the Master Association for Lake Arbor was created initially as a vehicle for providing insurance coverage for the Lake in Lake Arbor. The Lake is actually owned by the adjacent HOAs: Northlake, Southlake, and Eastlake (now Lake Arbor Towers). Some landscape maintenance responsibility was added, including (1) maintaining the monument walls at both ends of Lake Arbor Way and the median strips, sidewalks, and curves along Lake Arbor Way and Campus Way South; (2) maintaining the asphalt bike path around the Lake; and (3) monitoring the conditions of the Lake including cleaning the Lake and its edges as appropriate.
The Master HOA also has broad architectural review authority for the HOAs under its coverage: Northlake, Southlake, Towers, Westlake, and Arbor Park. The Master HOA works in conjunction with each HOAs’ specific architectural review authority. Homeowners in those HOAs pay annual dues to the Master HOA and monthly dues to their individual HOAs, with the exception of the Towers residents. The Towers’ owners pay dues for Towers residents.
The Lake Arbor Civic Association represents all residents in the Lake Arbor community, regardless of HOA affiliation, on a wide variety of areas of significance and common concern. The annual membership fees to the Civic Association are for the entire household and are voluntary.
The Lake Arbor Foundation, Inc. owns, operates and manages the Lake Arbor Foundation Center property and programs. There are no annual fees or dues paid by any Homeowners Association to the Lake Arbor Foundation, Inc. However, as a 501 (c)(3) organization, tax deductible donations can be made to the Foundation. The chart below provides more details regarding each of these entities.
- There are eleven (11) individual Homeowners Associations (HOA) in the Lake Arbor community.
- Each Association includes all homeowners within its covered section of Lake Arbor.
- Responsible for:
- Managing and maintaining the common property grounds with their area.
- Enforcing the requirements of the Association's Covenants, Articles of Incorporation, By-Laws, Declaratoins, Resolutions, and Architectural Guidelines
- Overseeing and monitoring the management company and other service contracts.
- HOA membership is mandatory with mandatory annual dues assessments determined by the Board of Directors.
- Volunteer Board of Directors.
- Comprised of five HOAs and the Towers high-rise rental property surrounding the lake.
- Included are Southlake, Westlake, Northlake, Arbor Park, the Vistas, and the Towers (Eastlake)
- Responsible for maintaining the common areas, such as the jogging/bike paths, and traffic circles on Lake Arbor Way, and cleaning the lake, bridges, etc.
- For the above identified HOAs, Masters Association membership is mandatory with mandatory annual dues assessments determined by the Board of Directors.
- Volunteer Board of Directors.
- Represents all homeowners and residents in the 3,000+ homes in Lake Arbor.
- Serves as a non-partisan advocate for the community by involvement in matters such as zoning and development, safety, police protection and services, beautification, and education advocacy.
- Voluntary annual membership dues of $20 per household.
- Volunteer Board of Directors.
- A private non-profit 501 (c)(3) entity that owns and manages the Lake Arbor Foundation Center comprised of the Arbor Room, Herman L. Murrell Pavillion, tennis courts, basketball courts, swimming pool, bathhouse, and parking area on 6.8 acres of land.
- Provides educational and social development programs for the members of Lake Arbor and its neighboring communities.
- No annual payments for operations provided by any Lake Arbor Homeowners Association.
- Operates and sponsors:
- Lake Arbor swimming pool
- Lake Arbor annual community day
- Lake Arbor summer day camp
- Volunteer Board of Directors
